Ing. Jabesh Amissah-Arthur

Chairman, VRA Board



Ing. Jabesh Amissah-Arthur was appointed as Chairman of the Board of the Volta River Authority (VRA) in June 2025 by the President of the Republic of Ghana in consultation with the Council of State. He is currently the Managing Partner at Arthur Energy Advisors (AEA), leading a multidisciplinary team that provides advisory services on energy sector strategy, market reforms, utility performance, and renewable energy integration.

He has more than forty years of experience almost exclusively in the power sector. He has served in various executive, managerial and engineering capacities including Construction Supervision & Inspection, Testing & Commissioning, System Planning & Design, Plant Maintenance, Project management, Contract Negotiation and Dispute Resolution.

Under his leadership, AEA has spearheaded major assignments for international organizations such as USAID, ECREEE, KfW, and the World Bank, including the Change Management Program for Northern Electricity Distribution Company, the modernization of the Takoradi Thermal Power Plant, and the development of renewable energy investment frameworks for ECOWAS member states.

Previously, he was the Chief Executive Officer of Bui Power Authority (BPA) (2009 -2017) where he directed the successful implementation of Bui Hydroelectric Project. This landmark project included the design and execution of a roller-compacted concrete dam, two saddle dams, a 400 MW generation station, and 240 kilometers of high-voltage transmission lines, alongside community resettlement and environmental mitigation programs. In this role, he also developed operational systems, recruited and trained key technical personnel, and established standards for sustainable utility operations.

From 2003 to 2009, Ing. Amissah-Arthur served as an Energy Specialist at the World Bank, focusing on the West African sub region where he executed assignments in countries such as Côte d'Ivoire, Senegal, Guinea, Sierra Leone, and Liberia.

His earlier career includes a long and impactful tenure (1979 – 2003) at the Volta River Authority (VRA), where he rose to the position of Deputy Chief Executive for Engineering & Operations and briefly served as Acting Chief Executive. In these positions, he oversaw power system planning, generation and transmission operations, capital project design and execution, and renegotiation of major power contracts. Ing Amissah-Arthur has extensive experience with equipment drawings and design, substation layout, standards and specifications and is the principal author of the National Electricity Grid Code by which Ghana’s power system has been and continues to be operated to date.

Ing. Amissah-Arthur has held numerous directorships and governance positions, influencing policy and decision-making at the highest levels. He has served as Board Member and Chair of the West African Gas Pipeline Authority (WAGPA), Chairman of Takoradi Thermal Power Company (TICO), Power Group Co-Chair of the Ghana-USA Partnership for Growth Joint Country Action Plan (JCAP), and Chair of Ghana’s Energy Sector Gas-to-Power Coordination Team.

Ing. Amissah-Arthur holds a Masters in Public Administration from J.F. Kennedy School of Government, Harvard University, USA, a Bachelor of Science degree in Mechanical Engineering from Kwame Nkrumah University of Science and Technology, and professional training in structuring and financing major infrastructure projects from the University of Dundee, Scotland.
