Costly environmental impacts are known to have resulted from the impoundment of tropical river systems. This has led some to conclude that such projects produce more costs than benefits. But for developing countries poorly endowed with alternative sources of energy there is little choice other than Hydropower. Nevertheless, the adverse impacts should be minimised. The study was to develop an empirical base of information from which guidelines could be evolved to this end.

The estimates of the project were greatly underestimated such that Ghana's economy is still heavily burdened by the true costs of the scheme. The work therefore cautions promoters of such future schemes to take a broader and more realistic view of costs and less optimistic view of the benefits. It suggests benefits must be conceived more in terms in terms of flood control, irrigation, lake productivity and economic diversification than in the production of electric power.
